Mecca-bound pilgrims get swine flu shots

China will give swine flu vaccinations to thousands of Muslims to make the annual pilgrimage to Arabia, state media said, as authorities reported the mainland's third death from the illness.Concerns over the hajj, which attracts about 3 million Muslims every year to the holy cities of Mecca and Medina, have led several countries to impose travel bans over fears the mass gathering could speed the spread of swine flu. Arab health ministers in July banned children, the elderly and those with chronic illnesses from attending this year.

All of China's 12,700 Muslims making the pilgrimage this year will be inoculated against swine flu, the official Xinhua News Agency said, citing an earlier announcement by the China Islamic Association.

China has acted aggressively to detect and contain swine flu cases after being accused of failing to move quickly enough to stop the 2003 outbreak of SARS. Despite earlier measures such as strict quarantines, authorities say the swine flu virus is spreading from cities into the countryside.

A patient died from swine flu on Sunday in the far western region of Xinjiang, the Health Ministry said Monday in a regular update, without providing details. The previous two deaths also occurred in the west, in Qinghai province and Tibet.

The ministry said a total of 35,664 swine flu cases had been reported on the mainland by Monday, with 2,600 new cases since Friday. It said it was training health workers to respond to the surge in swine flu cases in autumn and the coming winter.

The government has licensed eight manufacturers in China to produce swine flu vaccines. Health authorities say they are expected to produce enough to inoculate 5 percent of China's population of 1.3 billion by the end of the year. Priority groups include students, health workers and people suffering chronic respiratory and cardiovascular diseases.

In northwestern Ningxia, home to China's largest community of the Hui Muslim minority group, more than 2,000 Muslim pilgrims were vaccinated against swine flu, Xinhua said.

Each paid 5 yuan ($0.73) to cover "equipment cost," the report said, citing Ma Shouyu, head of religious affairs of Haiyuan, a county in southern Ningxia.

The pilgrims were scheduled to depart on chartered flights from Saturday to Nov. 12 for Mecca, the report said.

The hajj is a duty for all able-bodied Muslims in their lifetime, and many Muslims save up their whole lives to make the journey.

No guarantees on Senate health bill's public plan

The focus of the health overhaul debate now shifts to whether Senate Majority Leader Harry Reid can persuade a handful of moderate senators to get behind his new proposal for a government-sponsored insurance plan.
That's no sure bet. Even Reid, D-Nev., didn't claim to have the 60 votes needed to pass his proposal when he ended weeks of speculation by announcing that the Senate version of sweeping health care legislation would include a provision for the government to sell health insurance in competition with private insurers.

The issue has been the biggest flash point in the health care debate, and government-sponsored insurance had been seen as unlikely to be included in Senate legislation because of opposition from moderates. The House's health care bill, expected to be released as early as this week, is certain to contain a strong provision for a so-called public insurance option, though details aren't final.

"I think it's the fairest way to go," Reid told reporters Monday.

"We have 60 people in the caucus," he said. "We all hug together and see where we come out."

Individual states would have the choice of opting out of the government plan under Reid's proposal. It still amounted to a victory for liberal lawmakers who have pushed for a public insurance option they contend would create needed competition for private industry and provide affordable choices to consumers.

The reaction from moderate Democrats — they fear a public plan could drive insurers out of business and take over the marketplace — ranged from muted to skeptical. The one Republican who has so far lent her support to Democratic health overhaul proposals, Sen. Olympia Snowe of Maine, said she was "deeply disappointed" by Reid's decision.

Snowe had supported allowing government insurance in individual states only if the private market wasn't providing sufficient choice and competition. But Reid said he wasn't sending that "trigger" option to the Congressional Budget Office for evaluation, as he did Monday with the opt-out proposal.

"We hope that Olympia will come back. She's worked hard. She's a very good legislator. I'm disappointed that the one issue, the public option, has been something that's frightened her," Reid said.

If Snowe doesn't come back, the fate of Reid's public option could rest in the hands of a few key moderate Democrats including Sens. Ben Nelson of Nebraska, Blanche Lincoln of Arkansas and Mary Landrieu of Louisiana.

Landrieu said in a statement that she's still "very skeptical" about a government plan run from Washington but would keep working with Reid to find a "principled compromise."

Nelson "is not committing how we will vote regarding any proposal Sen. Reid is advancing," said spokesman Jake Thompson.

Lincoln, who's up for re-election in 2010, said through a spokesman she intends to study the details and decide how to vote based on the impact on her home state.

The White House released a statement saying Obama was "pleased that the Senate has decided to include a public option for health coverage, in this case with an allowance for states to opt out."

Obama has long voiced support for such a plan but has also signaled it was not a requirement for a health care bill he would sign. He has also said he would like bipartisan support for the legislation — and Snowe appeared to be his best hope for that.

Changes on the public option — and numerous other provisions in the measure — are possible during a debate expected to last for weeks. If Reid's public option proposal is knocked out during the amendment process, liberals will at least have had their shot, possibly answering pressure from Democratic base voters.

The insurance industry was sharply critical of Reid's announcement.

"A new government-run plan would underpay doctors and hospitals rather than driving real reforms that bring down costs and improve quality," said Karen Ignagni, head of America's Health Insurance Plans.

Both the House and Senate are struggling to complete work by year's end on legislation extending coverage to millions who lack it, banning insurance industry practices such as denying coverage because of pre-existing medical conditions, and slowing the rise in medical costs nationally.

Officials said Reid had prepared several variations of key provisions so he could make adjustments in his bill at the last minute and still make sure he was within Obama's target of a $900 billion price tag over a decade.

Differences in bills passed by the House and Senate would have to be reconciled before any legislation reaches Obama's desk.
Associated Press writers David Espo and Ricardo Alonso-Zaldivar contributed to this report.

Heart Failure Treatment Underused

A recommended treatment for heart failure is underused in U.S. hospitals, a new study finds.

The use of aldosterone antagonist therapy in patients with heart failure is designated as "useful and recommended" in chronic heart failure guidelines established by the American College of Cardiology/American Heart Association (ACC/AHA), but this study found that less than one-third of patients hospitalized for heart failure receive the treatment.

Researchers analyzed data on 43,625 patients admitted with heart failure and discharged home from 241 hospitals participating in a hospital recognition program called Get With The Guidelines -- HF between 2005 and 2007.

The study found that 12,565 patients (28.8 percent) from 201 hospitals met ACC/AHA heart failure management guidelines criteria, and 4,087 eligible patients received an aldosterone antagonist when they were discharged from hospital. Overall, treatment increased from 28 percent to 34 percent during the study period, but there was wide variation in aldosterone antagonist use among hospitals -- ranging from 0 percent to 90.6 percent.

"Aldosterone antagonist use in eligible patients was associated with younger age, African-American race/ethnicity, lower systolic blood pressure, history of implantable cardioverter-defibrillator use, depression, alcohol use and pacemaker implantation, and with having no history of renal insufficiency," wrote Nancy M. Albert of the Cleveland Clinic and colleagues.

"These data confirm that in the context of a hospital-based performance improvement program, aldosterone antagonist therapy can be used according to guidelines with little inappropriate use. Given the substantial morbidity and mortality risk faced by patients hospitalized with HF and the established efficacy of aldosterone antagonist prescription in HF, a stronger uptake of aldosterone antagonist therapy indicated by evidence-based guidelines may be warranted," the researchers concluded.

The study was published in the Oct. 21 issue of the Journal of the American Medical Association.

Pakistan, Turkey vow to jointly combat terrorism, upgrade strategic cooperation

ISLAMABAD, Oct 25 (APP): Pakistan and Turkey on Sunday vowed to jointly combat the “menace” of terrorism and have an “intensified cooperation” on political, diplomatic, security and military fields.Addressing a joint press conference after an exclusive and delegation level talks here at the PM House, Prime Minister Syed Yusuf Raza Gilani and his Turkish counterpart Recep Tayyip Erdogan said they had an “excellent” interaction.“Our discussions were marked by unanimity of views on all issues of mutual interests and concerns,” Gilani said.

“The two countries have also decided to comprehensively upgrade our strategic partnership and intensify political and economic cooperation,” he told the Pakistani and the Turkish media.

The Turkish prime minister is on a two-day official visit to Pakistan aimed at further strengthening relationship between the two countries.

Pakistan and Turkey also signed a Joint Declaration reiterating resolve to bolster relations in areas of economy, trade, investment, agriculture, industry, culture, education, defence and people-to-people contacts.

The prime minister announced setting up of a “High level cooperation council”, to be co-chaired by the two prime ministers “to oversee and steer the unique partnership to even greater heights” between the two countries.

The council to meet at least once a year will also invite ministers of energy, trade, investments and security to participate in the deliberations.

The Turkish prime minister noted that Pakistan was “passing through a rough patch” and hope it will be able to overcome its problems, while assuring Turkey’s full cooperation in all areas.

Responding to a question about infiltrations from the Afghan side and Turkey’s role, being a member of NATO, the Turkish prime minister said his country will assume the command of the International Security Assistance Force (ISAF) in Afghanistan on November 1.

Prime Minister Erdogan termed it a “disturbing issue” and said Turkey will be in a better position. He said he will personally talk to the Secretary General of NATO and try to address these concerns.

He said in the talks the two sides also discussed joint ventures in military, besides expressing a commitment to create a platform to jointly combat terrorism.

“It is the biggest mistake to kill a person on the name of religion,” Erdogan said and pointed that terrorism recognizes no boundaries or religions. Urging flexibility and tolerance he said “No matter what ideology one has, he should try to come up to some middle ground.”

Under the “intensified cooperation” the two countries will take measures to “broaden an deepen” security cooperation and greater interaction between their intelligence agencies against terrorism, illicit arms trafficking, and such organizations.

The two countries also decided to re-energize trade relations by greater involvement of their private sectors.

“We have agreed to launch a Chief Executive Officers Forum,” Gilani said and announced that from now on the forum will be held on the sidelines of leadership level visits.

“We are confident that the Forum will help unleash potential of private sector entrepreneurship,” he added.

The CEO forum aims at enhancing cooperation in road and rail transportation, initiating negotiations on a maritime agreement”, encouraging private sectors for investment initiatives, strengthening links between the banks and partnerships on energy sectors.

Prime Minister Erdogan who is also heading a 80 member delegation of Turkish Chief Executive Officers to enable them interact with the Pakistani counterparts, said the trade volume between the two countries was very insignificant at only 741 million dollars.

He said there were many commodities the two can exchange besides cooperating in the construction sector, infrastructure development, housing, agriculture and several other areas.

“We have put forward an objective to raise it to US 2 billion dollars a year, but this too is not significant,” he said and added that the establishment of the Turkish Cooperation and Development Agency (TIKA) will provide services to boost trade.

Gilani when asked about relations with Afghanistan said Pakistan wants good brotherly relations and appreciated the role of Turkey to facilitate relations through the tripartite arrangement.

To a question by the Turkish media about future of democracy in Pakistan said “there is no threat to democracy” and added that all state institutions including the parliament, the judiciary and the media were working in the right direction.

He said in his discussions on Afghanistan the two countries focused on peace and stability as well as further coordinated efforts to promote trans-regional cooperation and joint projects.

He said Pakistan was appreciative of Turkey’s constructive role in Afghanistan.

“We look forward to our continued engagement for ensuring prosperity and development in the region.”

The Prime Minister said Pakistan greatly values its strategic partnership with Turkey which is rooted in shared interests, common concerns and perceptions on regional and global issues.

He however said that he has yet to verify the news reports in this regard. He said if verified, he would take up the issue with Secretary Clinton when she visits Pakistan early next week.

Australia seeks quick Afghan troop withdrawal

SYDNEY: Australia on Wednesday flagged moves to bring military operations in Afghanistan to a quick end, despite US and NATO calls for more troops to shore up the campaign against a resurgent Taliban militia.

Defence Minister John Faulkner said Australia was studying how to complete the mission in the "shortest time-frame possible". Australia has about 1,550 troops in Afghanistan with no date set for their withdrawal.

"I've certainly asked the Australian Defence Force for any recommendations they have about ensuring we do complete that important role and responsibility both effectively, but in the shortest time-frame possible," he told media.

Faulkner admitted Australia's move would affect the push by General Stanley McChrystal, the top US and NATO commander in Afghanistan, for an Iraq-style troop "surge" against the increasingly powerful Taliban militia.

"I've been discussing these issues with the chief of the Defence Force, Air Chief Marshal Angus Houston, and obviously it's a critically important matter for me," he said.

"I'm not going to talk specifically about the approaches we'll take but I do acknowledge that there will be impacts on the approach that NATO and ISAF partners will be taking as a result of General McChrystal's 60-day assessment."

McChrystal warned last month that the war could be lost within a year without extra resources to fight the resurgent Islamists, who were driven from power by the 2001 US-led invasion.

President Barack Obama is considering boosting US troops by 40,000 to more than 100,000, in the face of growing public opposition in the United States.

Top US court to hear Guantanamo Uighur case

WASHINGTON: The Supreme Court Tuesday agreed to hear a plea for freedom from Chinese Muslim Uighurs held in Guantanamo Bay despite being cleared of all charges, who argue they should be released in the United States.

The drawn-out case comes after a federal judge last year ordered that the men should be released onto US soil where families from the large Uighur community are willing to host them.

But that decision was overturned on appeal, pushing their lawyers to turn to the Supreme Court in a bid to free the 13 men, who hail from the Uighur Muslim minority in China's remote Xinjiang region.

The men, who have been held on the US military base in Cuba for more than seven years, were among 22 Uighurs living in a self-contained camp in Afghanistan when the US-led invasion of the country began in October 2001.

Amid US administration fears that they face persecution if returned to China, five were freed in 2006 and sent to Albania, and four have been resettled in Bermuda.

Another six have accepted to go to the Pacific island nation of Palau, but are still waiting to be transferred from Guantanamo. But all 13 still remaining in the jail contend they should be released in the United States.

"All counsel involved are very pleased that the court has taken up the case," lawyer George Clarke told media.

On October 18, 2007, 179 Jan nisaran i Benazir and fans of democracy were martyred in Karachi when the terrorists struck the convoy welcoming her to the country from almost a decade in exile.
President Zardari said, “They died for democracy and for valiantly fighting the forces of militancy and extremism. They sacrificed their lives so our people could live in freedom, dignity and hope.”
He said, “We salute their courage, devotion and loyalty. They are the strength of the nation indeed they are our national heroes and heroines.”
“By laying down their lives they have inspired and motivated us to strive for worthy goals no matter what the odds,” he said.
“On this day Shaheed Mohtarma Benazir Bhutto returned to the country to in her own words, ‘bring change to my country by empowering its people and building political institutions,’ he said.
He said, “My message on this day is that let us all strive to bring change and empower the poor people.”
He said the attack on Shaheed Mohtarma Benazir Bhutto was not an attack on an individual. It was an attack on forces of moderation fighting militancy and extremism, he said.
The attack echoed what she had said that the fundamental battle in Pakistan was against fanaticism and extremism and that this battle can be won only under democracy.
“Let us therefore, while honouring the martyrs, rededicate ourselves to fighting militancy and extremism by strengthening democratic institutions,” he said.
He said, “On this day, I wish to reiterate that we will root out militancy and extremism from our land no matter what the price. Let there be no doubt or mistake about it.”
Zardari said, “The government has taken measures to rehabilitate with respect the families of those who laid down their lives to protect Shaheed Mohtarma Benazir Bhutto. This is our duty and we will do more to honour the families of heroes of democracy.”

Five things never to tell insurer

When making an insurance claim, what you say can mean the difference between a fast payment check and a nightmarish process. Insurance companies are sensitive to certain words, and using them incorrectly could result in a claim delay or even denial.
Of course, lying to your insurance company or misrepresenting facts is fraud -- and your claim will surely be denied if the insurer finds out. But using the right words to accurately describe your problem is important.

"What you say initially can affect the outcome of your claim," says Allan Sabel of Sabel & Associates, an adjusting firm in Bridgeport, Conn.
Here are common "wrong words" that could slow down or scuttle an otherwise legitimate insurance claim. For insurers, these words often conjure up images of a claim that should be denied.
1. 'Flood'
Homeowners often use the word "flood" inappropriately, and it can trigger an alarm with insurers -- since flood damage is not covered under a standard homeowners insurance policy. To an insurance company, "flood" means water from a nearby lake, stream, river or other body of water. This may seem like a minor distinction, but your insurer has a very narrow definition of flooding.

"Many people believe their house is flooded because it's full of water -- but it's not a flood by the insurance definition," Sabel says.

If your water damage did not come from an overflow of a nearby lake, stream, river or other body of water, don't even say the word "flood," says Sabel.

Mood Disorder: How to get Rid of Panic Attack

ou cannot stop an anxiety attack once it has occurred. You may have heard that deep breathing will help, and well, yes and no. Deep breathing is an excellent preventative therapy but will do little to turn off the attack.

Here is the real truth about panic and anxiety attacks they are a treatable condition that have to do with a temporarily misfiring nervous system, it's a mechanism which was built into our DNA in order to protect us from dangerous situations.

If no points in section one, but two or more from section two, then it may point to anxiety. High levels of anxiety can lead to panic attacks. If you notice high anxiety, consider finding ways to lower daily anxiety to avoid an attack.

The second place that can cause these worries are the symptoms. When we are having a panic attack and all the symptoms bog down on us, often times it can feel as if we are having a heart attack. The symptoms also represent the possibility of other serious medical conditions. So is there a link between panic attacks and death?

One of the things that will lower your quality of life is the thought that something bad could happen to you at any time. The simple fear that you will suffer a panic attack while away from the safety of your home is often enough to keep you from venturing out. In order to improve your quality of life you need to find a way to cope with your anxiety. Rather than turning to medication, many people try change their mindset and the way they view life.

The anxiety trigger might be a phobia, too much alcohol, too much caffeine, lack of physical activity, drug abuse or a combination of the above, but the anxiety disorder has the same root cause.

With the advancement of technology and communication, odds are likely that most of us may not need a hotline for this. There are text messages, instant messengers, and other devices that are growing more popular every day. This makes it easier to keep in communication with other people. The hotlines for panic attacks can be helpful to have for some of us, but difficult to find. A few searches online and a bit of research can lead to one.

How To Get Rid Of Panic Attacks | The Natural Treatment Solution

· Drink plenty of pure water - a gallon a day is a start - anxiety loves a dehydrated body. Diuretic drinks such as coffee, tea, and alcohol will require higher intakes. Take some salt for retention.

· Nervine herbs are healers: valerian, chamomile, skullcap, and hops are great - gentle, effective, long term use.

· Take 5 HTP with vitamin C and B6 to build your own serotonin. Also, eat enough protein - one gram per pound of body weight for more neurotransmitter production.

Ekahau's T301W Wi-Fi wristband wirelessly tracks kids

What's the best technology to use to track people who like to wander off? You might be inclined to say GPS, but stagger into a cave or basement (or, sometimes, a city street) and suddenly you're off the grid, man. Not with Ekahau's T301W wristband: it uses Wi-Fi to beam location information. Yes, we know that your average cave doesn't have Wi-Fi, but Ekahau has a range of beacons available that will fix that, and when in the presence of those beacons (or any other configured Wi-Fi network) a wristband can be located to within a few feet. It's the latest of a variety of similar devices from Ekahau, but the first small enough and waterproof enough to be wearable, which has the company envisioning everyone from cruise ship captains to secret service agents slapping these on their visitors. At $60 a pop, though, we're not sure how many organizations will be able to afford that many.

Google Wave gets a notifier add-on for Firefox

That was fast! Google Wave's barely been available for a week, and there's already a Google Wave Notifier extension for Firefox. The notifier sits in your status bar and shows the number of waves with unread messages in your inbox (not the total number of unread messages, mind you). It's small, unobtrusive, and checks for messages at an adjustable interval.

Of course, you can also manually refresh the notifier. Double-clicking it will take you to Wave, so you can deal with those unread messages. It's a pretty basic extension, but it's the first one out of the gate, and Google hasn't released anything official with similar functionality.

Russia's Putin warns against sanctions on Iran

BEIJING: Russian Prime Minister Vladimir Putin warned major powers on Wednesday against intimidating Iran and said talk of sanctions against the Islamic Republic over its nuclear programme was "premature".

Putin, who many diplomats, analysts, and Russian citizens believe is still Russia's paramount leader despite stepping down as president last year, was speaking after U.S. Secretary of State Hillary Clinton visited Moscow for two days of talks.

"There is no need to frighten the Iranians," Putin told reporters in Beijing after a meeting of the Shanghai Cooperation Organisation.

"We need to look for a compromise. If a compromise is not found, and the discussions end in a fiasco, then we will see."

"And if now, before making any steps (towards holding talks) we start announcing some sanctions, then we won't be creating favourable conditions for them (talks) to end positively. This is why it is premature to talk about this now."

Clinton failed to secure any specific assurances from Russia on Iran during her visit, leaving her open to criticism at home that she had not received anything from Moscow after earlier U.S. concessions on missile defence.

Iranian, Russian, French, U.S. and U.N. International Atomic Energy Agency officials will meet in Vienna on Oct. 19 to discuss how to implement a plan agreed in principle at talks in Geneva for low-grade Iranian uranium to be enriched overseas to a purity suitable for nuclear reactors but not weapons.

The Geneva talks on Oct. 1 also produced Iranian agreement for international inspectors to visit a second enrichment plant now under construction near Qom. Apparent Iranian concession reduced pressure for a widening of economic sanctions some analysts said could be extended to the oil and gas industry.

Speedup Browser Speed

When you connect to a web site your computer sends information back and forth. Some of this information deals with resolving the site name to an IP address, the stuff that TCP/IP really deals with, not words. This is DNS information and is used so that you will not need to ask for the site location each and every time you visit the site. Although Windows XP and Windows XP have a pretty efficient DNS cache, you can increase its overall performance by increasing its size. You can do this with the registry entries below:

Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Dnscache\Parameters]
"CacheHashTableBucketSize"=dword:00000001
"CacheHashTableSize"=dword:00000180
"MaxCacheEntryTtlLimit"=dword:0000fa00
"MaxSOACacheEntryTtlLimit"=dword:0000012d

Make a new text file and rename it to dnscache.reg. Then copy and paste the above into it and save it. Merge it into the registry.
